I Am Starting My Son On Cows Milk. Are We Doing It Wrong Or Does It Sound Like Lactose Intolerance?

It doesn’t bother him, but when we mix in 1 oz into a 7 oz bottle, he gets really bad gas. I’ve tried this multiple times and seems to be recurring. I don’t understand how he could have an intolerance or an allergy if he’s on cows milk formula.
