Can she eat cookies? Maybe sandwiches, chips, any kind of snacks. You can ask what she likes and that will help.

Well how about candy, cookies, donuts, or cake? Or you could do them all!
P.S. none of these have milk in them !!

It would be best to ask her what she can have and would like.
Contrary to other answers, most cookies, cakes, donuts and breads have milk in them.

You could have sorbet for your friend that does not contain any milk ingredients as a substitute for icecream. Fruity sorbets like mango or berry are really yummy and i’m sure other guests will eat it also!
Instead of pizza for her perhaps things like chicken wings, or anything off the bbq perhaps a sausage sizzle?
For the cake..if you make the cake yourself you could quickly google for a milk free birthday cake and as alternatives use rice milk or soy milk.
I hope this helps. Good luck!

Contrary to what many people are saying, milk is found in most foods including cookies and most processed food. You should try to stick with fresh fruits that don’t contain any preservatives, as well as foods that don’t say Milk on the ingredients under the allergy warning. TALK TO YOUR FRIEND and see what she likes to eat! You might think it’ll make her feel bad, but actually she will probably really appreciate you doing this.
