My son had a milk allergy and did much better on soy-based formula. He is now almost 8 and still drinks only soy milk because he experiences severe constipation (7-10 days no bowel movement) if he has regular milk. Other dairy products do not affect him, just regular cow's milk (something to keep in mind when your daughter is older). Have you talked to your daughter's pediatrician about your concerns? He/she will be most knowledgeable. It's not unusual for a child to not empty the bottle always when he/she sucks -- is she crying afterwards though (like she's really trying to get the food) or is she fine even though she hasn't gotten the formula?

Have a look at her tongue. There is a peice of skin that connects the tongue underneath to the floor of the mouth (called the lingual frenulum). Does it attach right at the very tip of the tongue, or does her tongue have a bifid (heart shaped) appearance when she pokes it out? If yes,, then it very well could be a tongue tie... I'd be getting a professional opinion on that.
As for the allergy issues, it's hard to say really. My daughter cannot have dairy but she was breastfed just fine. I did have to stop all dairy myself as it made her fussy.... You could talk to her pediatrician about different formulas to trial

I don't know about the tongue tie but my daughter has a milk allergy so her doctor put her on Similac Alimentum. It helped a lot with the spitting up, the gas, and she had extreme colic. They all went away. The formula is really expensive though.

this is what tongue-tie looks like http://newborns.stanford.edu/PhotoGaller…
That must be really frustrating for you : (
Soy might help reduce gas and fussiness, but at this point, if anything MIGHT help her out, would you be willing to try it? Ask your doctor for a recommendation for a soy formula, or ask him about getting a prescription for breast milk (hopefully your insurance would cover it). I hope your little love does better soon!
