Is This A Dairy/milk Allergy?

I have heart palpitations, dizziness and breathing struggles now. My rash is also itching crazily. Is this serious?

Your symptoms do sound like an allergy to something, but it’s not possible for us to tell you what you’re allergic to. Maybe it’s milk, maybe it’s something else that you are in contact with. Maybe it’s not an allergy at all. It could maybe be a different type of autoimmune issue besides allergy.
You need to get to an allergist very soon, and figure this out. If you can’t get in to a specialist quickly, make an appointment for whenever you can, but then see a general practitioner in the meantime to make sure you’re not in any immediate danger.

sounds very bad, too bad in my opinion to be a simple milk allergy.
you might also have celiac disease.Start with going to the doctor, and try a diet with no milk and no glutein (so no grains except corn and rice).

Best to go to see a doctor. for testing. You obviously have a terrible problem.
No one here has the answer for you. But you know that.
